SAMARA: Developments

as of November 20, 2007

The pressure on “GOLOS” in Samara started in Мay this year and it is exerted from different directions and by various governmental organisations starting from Department Against Economic Crime and ending up by Russian Registration Service.

On September 19 Lyudmila Kuzmina received a notification about an examination to be performed by the Federal Registration Service (FRS). At the same time Mrs. Kuzmina is being interrogated in connection with the criminal case that was started against her on a charge of using illegal software. Later, Russian Registration Service submitted a claim about suspending the activity of the organisation for 6 months. Ramil Akhmetgaliev, a lawyer who deals with this case, thinks that the claim is unfounded and is rather optimistic about the situation.

On November 19, the preliminary hearing of the case on the claim of the Russian Registration Service started in Samara regional court. “Russian registration service supplemented its claim and added up membership applications of seven citizens who wanted to become members of “GOLOS”. So, RFS’ other calim is Refusal of citizen’s membership applications due to the indication of the nonexistent address. After refusal of application letters, as officials claim, seven applicants addressed the Russian registration service asking to clarify whether “GOLOS” exists in Samara. In short, the Russian registration service is asking: why “GOLOS” is against accepting citizens to their organization if its aim is to unite them?

However, the origin of these documents is doubtful. First, all the applications of those who addressed the registration service were written as if by one person, only their data differs. Second claim is that “GOLOS” changed its address without notifying the Russian registration service. These supplements, according to officials, prove the fact of violation of law and charter of the organisation – said to us Mr. Akhmetgaliev, — on November 6 we are due to submit to the court supplementary documents and our objections to the claim.

Lyudmila Kuzmina is sharing optimism of her lawyer. “Law should not be used as a stick against unwanted! Yes, now two cases have been filed on me. I am optimistic about the administrative case. And investigators who work on the criminal case have not been in touch for a while and the case still has not been submitted to court…”
