“GOLOS” Association Monitors March 14 Regional Elections

Since the 1st of December, 2009, “GOLOS” has deployed 18 long-term election observers in Altay Republic, Vladimir, Voronezh, Kurgan, Ryazan and Sverdlovsk regions, as well as in the cities of Astrakhan, Vladimir, Yekaterinburg, Ivanonvo, Irkutsk, Krasnodar, Novorossiysk, Omsk, Perm, Rostov-on-Don, Sochi, Tula and Chelyabinsk.

Since the 1st of December, 2009, “GOLOS” has deployed 18 long-term election observers in Altay Republic, Vladimir, Voronezh, Kurgan, Ryazan and Sverdlovsk regions, as well as in the cities of Astrakhan, Vladimir, Yekaterinburg, Ivanonvo, Irkutsk, Krasnodar, Novorossiysk, Omsk, Perm, Rostov-on-Don, Sochi, Tula and Chelyabinsk.

In Moscow “GOLOS” also gathers information from other regions where elections are called on the 14th of March, 2010. Association receives information from media and expert interviews with representatives of political parties, NGO leaders, members of electoral commissions, and also from ordinary citizens, who report violations through public “Hotline” at 8–800–333-33 50, which has been launched on the 1st of March.

Findings of monitoring the period of candidates’ and party lists’ nomination and registration have been publicized in the First Statement on Results of Long-term Observation (LTO), released on the 15th of February and available at: http://golos.org/ (in Russian) and http://golos.org/?lang=en (in English).

On the week of the 8th of March “GOLOS” will release its Second LTO Statement on monitoring the period of election campaigns in the regions.

On Election Day the 14th of March, 2010, about 500 representatives of “GOLOS” Association will be deployed in regions listed above. In several regions “GOLOS” will use “quick count” methodology that includes sending stationary observers to polling stations selected through random statistically representative stratified sample, which allows assessing the quality of electoral process and electoral results with minimal margin of error on the given territory. In Moscow, “GOLOS” will organize an all-day information center in the Independent Press-Center (Moscow, Prechistenka street, 17/9). Final statement on E-Day monitoring findings «GOLOS» will release on the 15th of March.
