GOLOS investigates “staged election violations”
To begin with, please read the attached press release containing the story of GOLOS activist Roman Udot’s investigation of this incident.
On 4 February 2012 Vladimir Markin, official spokesman of the Investigative Committee of the Russian Federation (ICRF) spoke to the press about the results of ICRF audits of videos found on the internet that documented polling station violations.
According to the ICRF, «all of the videos were distributed from a single server located in the US state of California. Therefore, the ICRF is taking steps to discover the authors and clients of these clips.» The ICRF believes that “the majority of the video footage contains edited elements.” Earlier, ICRF chairman Alexander Bastrykin spoke about “100 clips” with similar content.
Vladimir Markin concealed from the press which clips specifically provided the basis for “expert opinions of forensic specialists at the Ministry of the Interior of the Russian Federation,” with one exception: “one video clip allegedly featuring flagrant violations of election laws, filmed at polling station number 2943, located in Moscow in the Khoroshevo—Mnevniki region at lyceum number 7560.” Regarding this clip, Markin said that, “the room depicted in the video does not match the specified premises of the polling station, and that the persons present in the video are not members of the electoral commission.”
Using the search engine video.yandex.ru, GOLOS experts watched all of the videos issued by the server, by way of the Yandex request “Criminal Index Code 2943.” There were 30 video clips as of 7 February 2012) A similar request to the google.com server elicited four video clips on 7 February 2012.
Additionally, we examined all oral and written testimonies of incidents in polling stations numbered 2943 that were posted to the Map of Electoral Violations.
As a result of our investigation, we have found only one clip from a polling station with a similar number to that specified by the ICRF. As the ICRF did not provide specifics in referring to the clip, we are forced to conclude that it was about this particular clip. Examining this clip and the circumstances of its appearance on the internet, we found that it was published on a server from Moscow, not one from California. Additionally, GOLOS experts deemed the “taking [of] steps to discover the authors and clients of these clips” unnecessary, since anyone can easily establish that among the video’s clients was “No Secret,” the official media outlet of the Russian Federation.
Remarkably, the ICRF’s official representative’s reference to the dramatization of electoral violations and to the inconsistencies of the premises and persons depicted in the videos may have all been caused by a gross error: the Interior Ministry experts confused polling station number 2943 of the industrial district of Perm with polling station number 2943 of Moscow’s Khoroshevo Mnevniki district.
With the “server,” the “authors” and “clients” sorted out, “signs of editing” remained. What do people who would confuse Perm with Moscow know about editing?
Due to our reasonable doubts with regard to the level of professionalism demonstrated by the “forensic specialists at the Ministry of the Interior of the Russian Federation,” GOLOS Association’s experts are offering their assistance to the ICRF. GOLOS experts will research the remaining 99 clips, specific references to which are currently being held in secret by the ICRF. We are ready to begin working on a pro bono basis pending the publication of the list of clips and their respective claims.

Report on Investigation
On 4 February 2012 Vladimir Markin, State Councilor of Justice, Class 3 Major-General, and official representative of the Investigative Committee of the Russian Federation (ICRF), made several statements that are available online.
These nebulous statements—as if on command—were disseminated word-for-word by other mass media outlets. See:
The public does not know exactly which 100 video clips Vladimir Markin was speaking in reference to. But given the propensity of our generals toward exaggerations, permit us to question the extent of their investigative efforts. After all, he was careless enough to boast of only one concrete example, and he publicly embarrassed himself. Thus, the general recalled out of his hundred only one clip in which “dramatizations of violations” were discovered.
Markin said that audits revealed staged scenes- dramatizations of electoral violations. This is particularly true for a video featuring flagrant electoral violations allegedly committed as polling station 2943 In Moscow’s Khoroshevo Mnevniki, at Lyceum #7560.
To us, these generals are nothing but trouble. It would take any lower-ranking person five minutes to find the page where the video is posted. As you can see, the clip is posted in the Permian informational-analysis project, “No Secret.” The address is: http://nesekretno.ru/. The domain, as you can see, is registered in the sovereign domain of the Russian Federation. Its server (nserver: ns1.r01.ru, nserver: ns2.r01.ru; IP address 126.96.36.199) belongs to Garant Park Telecom company. I am providing the following tip specifically for the general: Garant Park Telecom is located in Moscow. Its central office’s address is as follows: 40 Myasnitskaya Ulitsa, building 4, Moscow. Their phone number is: +7 (495) 783 37 83.
I sincerely regret that the general had to cancel his trip to Sunny California. Instead, he’ll be trudging along Myanitskaya in frozen Moscow toward the “Californian” server.
In the text of each clip, everyone except for the “forensic specialists at the Ministry of the Interior of the Russian Federation,” can read: “Our crew found at the site Chairperson of the Commission Zoya Nekrasova and Secretary of the Commission Galina Boldueva…." and so on. The clip was removed personally by No Secret itself. And the notes indicated the author was Oksana Asaulenko.
I completed the work of the whole ICRF in ten minutes. As it was told by Markin:

But you already see that they themselves can easily establish that the clients of the video support No Secret, an infromational-analysis project from the city of Perm. We provide this tip to the “competent” authorities: No Secret’s address is 39a Kirova Ulitsa, Perm. They can be reached by phone at: (342) 2108 226, 2108–054, and 2120–371. Since 29 June 2006, the newspaper has been registered with the Office of the Federal Service for Legislative Oversight in Mass Communications and Protection of Cultural Heritage in the Volga Federal District. Additionally, our Pinkertons can already start to beat a confession out of the “author of the video,” Oksana Asaulenko, whose name is clearly listed in the note.
But that is not all. The main part, unfortunately, will come later.

And here the general is absolutely right! And with generals that happens, but not often. The premises depicted in the video do not match the premises of polling station number 2943 in Moscow’s Khoroshevo Mnevniki at lyceum number 7560.

Here is a clue! The room in Moscow does not correspond to the room in Perm! PEC members in Perm are not PEC members in Moscow!

Even if they are too lazy- as soon as they declassify the mysterious “100 clips,” we will be ready to do it. Until now, they have disclosed only one clip to the public. That is all. I do not know whether the publicly dishonored general should resign. But I do know he should be more clear in his vague statements.

A most inquisitive reader asked me: Well, what if? What if in Moscow’s PEC number 2943 there was also a video shot featuring some violation? And what if that’s what the Honorable General Markin was speaking about? And what if this video was also posted on the web and it also attracted public attention? Such a twist of fate is almost incredible- but it could happen! Yes! We want to believe in goodness, in the compentence of the “competent,” in a miracle, in a fairy tale! Have mercy on the general, give him a chance!
Yes. To be safe, do not believe in such monstrous incompetence. I reviewed all of the video clips issued by a request for «PEC 2943» on the search engines Yandex.video and Google.com (see “Video”). Everything. As of 7 February 2012, there were 30 and four videos available on Yandex and Google respectively. And there are no other clips depicting any PECs with the number 2943 that could be found on the entire world wide web. Neither in Moscow, nor in any other city. There was only a clip from Perm. No other forms of violation reports (oral, written, photographic, or video) could be detected either in our messages or on the Map of Electoral Violations..
There was nothing from Moscow’s Khoroshevo-Mnevniki. Only Perm industrial region. Alas! There are no videos from Khoroshevo-Mnevniki. Your “experts” looked for the “premises” and the “persons” from Moscow, and you were publicly embarrassed. In my opinion, falsifying falsifications will not help solve this problem: in full compliance with the covenants of Mr. Churov, as soon as possible, remove the video clip supposedly about PEC number 2943 and put it on the web. If someone has resolved to do this—do not even try. We have all videos recorded. We will catch you.
