Tax authorities inspect GOLOS Association

GOLOS Association Executive Director Lilia Shibanova told RIA Novosti that the tax authorities have audited GOLOS at unscheduled intervals for the past three years. The Russian Federal Tax Service (FTS) said all such monitoring activities are regular and unrelated to GOLOS’ socio-political activities.

GOLOS Association is continuing to collect information on violations and acts of fraud committed during the 4 March 2012 elections. Any voter, observer, or independent commission member is invited to publish their accounts on the Map of Electoral Violations. Evidence of violations of electoral law will be added to the formal complaint that will be submitted to the authorities. Furthermore, protocols that do not coincide with the official CEC results will be published online at: http://2012.kartaitogov.ru.

On 15 December 2011, during “Direct Line,” Vladimir Putin proposed the installation of web cameras in polling stations. Within two weeks, by 30 December, the prime minister had already prepared instructions, according to which 13 billion rubles had been allocated for the installation of cameras. The Ministry of Communications and Mass Media (MCMM), Rostelecom, and other contractors began implementation of the project and—it needs to be said—managed the broadcast on 4 March fairly well, expanding the control center chambers at Red October. But the officials would not be Russian officials if they and this project had not once again complicated our lives.

The election campaign during the Russian presidential elections: In the battle between the regime and society, it was the new year holidays which were victorious

The presidential elections in March 2012 differed considerably from both the 2008 presidential campaign and from the most recent Duma elections. Public political activity briefly returned to the Russia political sphere, primarily on the streets in the form of wide-spread protests. The media reacted naturally to the new (conveniently forgotten past) political realities. This short-term revival fundamentally changed the course of the election campaign in the media. With the onset of the presidential election campaign in the new year, the political activities transferred from the streets back to the media. The Association GOLOS noted an increase in the level of campaigning on television, in the newspapers and on the internet. At the same time, GOLOS experts in the regions recorded a stark reduction in the use of other campaign tools, including outdoor campaigning using billboards or with traditional flyers.

Press Release: Hunger Strike

An indefinite hunger strike was begun on the morning of 16 March in Astrakhan. The purpose of the action is to draw attention to acts of fraud committed during the city’s mayoral elections on 4 March. Ten people are participating in the fast. Former Astrakhan mayoral candidate and trade union leader Oleg Shein is among them. Elections in Astrakhan were marked by massive violations and acts of fraud. The hunger strikers are demanding that the results of the mayoral elections be voided. According to Oleg Shein, the decision to stage a hunger strike was made after an incident in the Regional Election Commission (REC), wherein activists attempted to submit video footage evidencing numerous electoral violations to REC Chairman Igor Korovin. In response, the chairman locked himself in his office and called the police. Police officers then removed the activists from the premises.

GOLOS' Map of Electoral Violations received approximately 5,000 calls

By 22:00 on the 4 March Election Day, the Map of Electoral Violations hotline had received about 5,000 calls. As of this moment, the website has received approximately 2,700 reports. Over the course of the day, approximately 1,500 reports have been moderated and published on the website.

GOLOS correspondents were attacked in Zheleznodorozhny TEC

Description of the service “SMS-CEC

GOLOS Association will be launching «SMS-CEC," a new service for observers of the 4 March presidential elections and their organizations. It will enable observers to efficiently report information from the polling stations immediately upon receipt of protocol data. SMS messages will be processed in real time, and the results will be available to voters before the CEC announces its preliminary findings. First, the «SMS-CEC» service will help to combat against the rewriting of protocols in the Territorial Election Commissions. Second, it will serve to implement a parallel summarization of results.
